Globally, 94 countries have legislation to mandate fortification of at least one industrially milled cereal grain.
Of these, 93 countries mandate fortification of wheat flour alone or in combination with other grains. One country—Papua New Guinea—has a mandate only for rice fortification.
When FFI was founded in 2002, only 38 countries mandated fortification of wheat flour, maize flour, or rice.

- 69 countries have legislation for wheat flour alone
- 17 countries have legislation for wheat flour and maize flour
- 5 countries have legislation for wheat flour and rice (Nicaragua, Panama, Peru, Philippines, Solomon Islands)
- 2 countries have legislation for wheat flour, maize flour, and rice (Costa Rica and the United States)
- 1 country has legislation for rice alone (Papua New Guinea)
